2. 국내외 인권도시 및 단체, 국제인권기구 관계자들이 모여 인권 신장 방안을 모색하는 장을 마련하여 인권도시로 발전 도모
3. 광주시의 정체성인 민주 · 인권 · 평화 가치를 국내외에 확산하고 발전시켜 나가기 위해 국제적인 인권도시 · 단체 · 국제기구와 네트워크 구축
4. 인권도시의 정체성을 확립하고 시민의 참여와 행복을 추구하는 인권이 살아 숨 쉬는 인권 공동체, 행복한 창조도시 건설

Background

1. Globalize the spirit of Gwangju as the city of democracy, human rights and peace
2. Reinforce the interchange and cooperation among the domestic and overseas human rights cities

Purpose

1. Build the consensus to become an sustainable human rights city in the diverse aspects such as economy, society, environment, etc.
2. Promote the development to a human rights city by preparing a place for the persons related to the domestic and overseas human rights cities and groups, and the international human rights organizations, and to find the measures to improve the human rights.
3. Build the network with the international human rights city, groups and international organizations to diffuse and develop the values of democracy, human rights and the peace, the identity of Gwangju City, domestically and globally.
4. Establish the identity of the human rights city and build the happy creative city and the human rights community where the human rights are living and breathing, and the citizens' participation and happiness are being pursued.
