  1. 제4회 세계인권도시포럼(WHRCF)은 2014년 5월 15일부터 18일 사이에 대한민국 광주에서 ‘모두를 위한 인권도시들의 전지구적 연대’라는 주제로 개최된다.
  2. 2011년 5월 17일 제1회 세계인권도시포럼에서 채택된 광주인권도시선언문에 명시된 인권도시의 비전을 이행하기 위하여 2011년부터 개최된 세 차례의 이전 포럼의 후속으로 인권도시 구축에 참여하고 있는 주요 인권 담당자와 이해 관계자들의 연례 모임이다.
  3. 이 포럼은 "모두를 위한 인권도시들의 전지구적 연대"라는 주제 하에, 참여적 공유와 분석을 통해 다양한 경험과 모범 사례들 예컨대, 가난과 증가하는 불평등, 실업과 생산적이고 괜찮은 일자리의 부족, 이민자와 소수자, 취약 집단의 배제, 성 불평등 및 차별, 환경오염과 기후 혼란, 토지 및 공적공간의 사유화, 공공 정보에의 접근성과 투명성 등과 같은 인권 도시와 지방정부가 직면하고 있는 새로운 도전들을 다루기 위한 것이다. 궁극적으로 세 개의 세션은 다양한 경험과 우수사례의 공유와 논의를 촉진하기 위해 열린다.
  4. 이 포럼은 외교부, 법무부, 국가인권위원회, 교육부, 유네스코 아태국제이해교육원, 유네스코한국위원회, 광주광역시교육청 등의 후원으로 광주광역시 주최로 광주국 제교류센터, 한국인권재단(KHRF), 세계지방자치단체연합 사회통합참여민주주의인권위원회와 공동으로 주관할 것이다.
  5. 이 회의에는 UN인권전문가, 인권 비정부기구(NGOs), 풀뿌리 공동체 조직, 지방의회, 학계 인사들과 특히 세계지방자치단체연합(UCLG) 등 인권도시 관계자 등 약 500여명의 국내외 참가자들이 참석할 예정이다.

'인권도시'와 ‘도시에 대한 권리’ 주제와 개념'

  1. "모두를 위한 인권도시들의 전지구적 연대"라는 주제는 인권도시들간의 연대와 상호협력을 증진하기 위한 인권도시 전지구적 확산 노력의 중요성을 강조하고자 선택되었다. 인권에 기반한 접근법인 인권 주류화를 통해 우리는 예산, 계획, 실행, 모니터링, 평가를 포함한 인권도시의 단계가 올바르고, 총체적으로 이행되고, 도시가 지역과 국가적 범위를 넘어서 연대를 위한 보편적인 공간으로서 성공적인 혁신의 역할을 가능케 하고 또한 가능해야 한다고 믿을 수 있다.
  2. 이 주제는 지방정부, 지방의회, 시민사회, 민간부문 및 기타 이해 관계자들이 인권 기준과 규범에 입각한 파트너십의 정신으로 모든 거주민들의 삶의 질을 향상시키기 위해 함께 노력하는 '지역적 차원에서의 인권 거버넌스‘에 대한 이해를 바탕으로 '인권이 근본적인 가치이자 준수해야 할 기본원칙으로써 작용하는 지방 차원 공동체와 사회정치적 과정' 이라는 2011 세계인권도시포럼에서 정의된 '인권도시'의 개념과 일치한다.
  3. 이 주제는 2012년 제1회 UCLG 도시권정상회의(프랑스, 생드니)에서 정의된 지역적, 국가적, 전지구적 차원에서 시민사회와 시민운동과 긴밀한 연계성을 가지고 도시를 포함한 광역도시에서 지속가능성, 평등, 연대, 사회적 정의라는 원칙을 가진 도시에 대한 공평한 사용․이용권이라는 도시에 대한 권리(right to the city)와 같은 논의이다.
  4. 350개가 넘는 유럽 도시들이 서명한 도시에서 유럽 인권헌장(2000)으로부터 몬트리올(2006), 멕시코(2010), 광주(2012), 비엔나(2012), UCLG가 채택한 ‘도시인권에 관한 세계헌장-의제’(2011)까지 인권은 지난 12년에 걸쳐 전지구적으로 지방정부 의제로 채택되고 있다.
  5. 그러나, 향후 지속적인 인권의 발전은 모두의 도시에서 필요하다. 2011 광주 인권도시 선언에 따르면, 인권 주류화는 사회적으로 취약하고 소외된 그룹들이 인종, 성별, 피부색, 국적, 종족적 배경과 사회적 지위와 상관없이 비차별, 법치주의, 참여, 자력화, 투명성과 책무성의 원칙에 따라 삶에 영향을 미치는 정책 결정과 실행과정에 온전히 참여할 수 있는 인권에 기반한 접근을 의미한다.

의제와 프로그램 구성

  1. 본 행사는 개회식, 전체회의, 특별회의, 주제회의, 폐회식으로 구성된다. 개회식, 2번의 전체회의, 특별회의와 세계지방자치단체연합(UCLG)의 사회통합참여민주주의 인권위원회 연례회의는 한국어, 영어, 불어, 스페인어 동시통역이 제공되며 특별히 개·폐회식에는 수화가 추가 제공된다.
  2. 전체회의는 세계의 다양한 지역에서 온 고위급 도시대표들과 국제 기관, 시민사회 기관, 연구소의 대표자들이 참여한다. 이 세션은 인권 정책의 추진, 감시와 평가에 대한 지침을 삼기위해 전체적이고 전략적인 관점으로부터 전반적인 주제를 다룰 것이다.
  3. 포럼기간 동안 지방정부와 인권 전문가 워크숍(5월 15일), 주제회의(5월 16일, 5월 17일) 및 특별행사들도 열릴 것이다.
  4. 지방정부와 인권에 관한 전문가 워크숍은 5월 15일에 개최될 예정이며, " UN인권이사회 자문위원회(HRCAC)는 우수 사례와 주요 도전과제를 집대성하기 위하여, 지방 행정과 공공 서비스의 인권 주류화를 포함하여 인권의 증진 및 보호에 관한 지방정부의 역할에 대한 연구 기반의 보고서를 준비한다"라고 요구한 2013년 9월 26일에 채택된 UN 인권이사회 결의안(A/HRC/24/L.2)에 따라 연구 논문 자료를 제공하기 위해 UN 인권위원회 자문위원과 인권 실무자를 포함하여 수많은 인권 전문가들이 함께 할 것이다. HRC 자문위원회는 2014년 9월 제 27차 회의에서 유엔인권이사회에 경과 보고서를 제출할 예정이다. 이는 광주광역시의 지원으로 한국인권재단과 UN 인권이사회 자문위원회가 주관할 예정으로 영어로 진행될 것이다.
  5. 전문가 워크숍에는 2013년 5월 17일 제 3회 세계인권도시포럼에서 채택된 "광주인권도시원칙" 회의도 진행될 것이다. 참가자들은 이를 통해 광주인권도시 가이드라인을 개발하고 이를 폐회식에서 선언하게 될 것이다.
  6. 주제회의는 광주의 지역시민사회단체들의(CSOs) 주관으로 2014년 5월 16일과 17일에 개최될 것이다. 모든 주제회의에는 한국어, 영어 동시통역이 제공되며 그중 도시와 어린이·청소년 세션에서는 일본어가 도시와 장애 세션에서는 수화와 포르투갈어가 추가 제공된다. 각 세션별 주제는 다음과 같다.

    행사 3 (5월 18일) : 제34회 5․18 민주화운동기념식(주관: 국가보훈처)

    1) 행사 1 (5월 17일 13:30‐16:30): 인권문화탐방은 광주광역시와 지역단체가 진행하고 있는 인권 프로그램을 배우기 위하여 인권테마 지하철역, 트라우마센터, 인권마을 프로젝트 등과 같은 광주의 중요한 곳을 방문한다.

    2) 행사 2 (5월 17일 19:00‐21:00): 5․18민중항쟁기념행사위원회가 주관하는 5․18 민주화운동 전야제는 1980년 5월에 민중항쟁과 피의 대학살이 발생한 역사적 거리에서 역사적 정의와 화해의 정신으로 광주 시민을 만나기 위한 행사이다.

    3) 행사 3 (5월 18일 10:00‐11:00): 제 34회 5․18 민주화운동 기념식은 민주화 운동 희생자들과 한국의 민주화를 위한 그들의 희생과 공헌을 기념하기 위한 것이다. 이 행사는 국무총리, 국무위원, 주요 정당의 지도자, 국회의원 그리고 민주화운동 희생자 가족들과 시민들이 참가한 가운데 5․18국립묘지에서 열린다.

광주 정신과 인권에의 헌신

  1. 18. 2014 세계인권도시포럼은 국가와 도시 경계를 넘어 범세계적인 인권 문화를 향해 모든 도시민과 주민들의 연대와 협력을 증진하기 위해 광주 시민과 광주시의 지속적인 헌신의 표시이자 인권도시 비전과 생각이 비슷한 전세계의 도시대표들과 인권옹호자들을 위한 초대이다. 광주는 21세기 광주 정신과도 일치하는 이 비전에 전력을 다하고 있다.

2013 World Human Rights Cities Forum Gwangju Statement (17 May 2013)
We urge the Gwangju Metropolitan City to continue its leadership role by convening the 4th World Human Rights Cities Forum in 2014 as a space of international multi-stakeholders dialogue and reflection on a human rights city.  

Directions

  1. Promoting Gwangju City globally by means of fruitful exchanges with international human rights cities and expanding "Human Rights Cities,” a local government network around the world
  2. Providing an arena for discussing human rights with Korean human rights cities and strengthening local governments around the world (particularly European cities) that seek and promote human rights

"Towards a Global Alliance of Human Rights Cities for All"

Background and Outline of the Forum

  1. WHRCF 2014 is the fourth of the World Human Right Cities Forum, which has been annually held by key actors and stakeholders engaged in building a human rights city in order to implement the vision of a human rights city as articulated in the Gwangju Declaration on Human Rights City adopted on 17 May 2011 at the first WHRCF.
  2. The Forum aims to address the emerging challenges facing human rights cities and local governments on the ground such as poverty and rising inequality, unemployment and lack of productive and decent jobs, exclusion of migrants and minorities and vulnerable groups, gender injustice and discrimination, environmental pollution and climate chaos, privatization of land and public space, access to public information and transparency to name a few. To that end, several sessions will be organised to foster participatory sharing and analysis of various experiences and good practices.
  3. The Forum is hosted by the Metropolitan City of Gwangju and organized by Gwangju International Center, Korea Human Rights Foundation (KHRF) and United Cities and Local Governments (UCLG) with the support of co-sponsors including Ministry of Foreign Affairs, Ministry of Justice, National Human Rights Commission of Korea, Ministry of Education, the Asia Pacific Center for Education for International Understanding (APCEIU), Korean National Commission for UNESCO, and the Gwangju Metropolitan Office of Education.
  4. More than 500 participants both from Korea and abroad, mainly representatives from ‘human rights cities’, including members of the Committee on Social Inclusion, Participatory Democracy and Human Rights of UCLG, human rights NGOs, grassroots community-based organizations, local parliamentarians, academics as well as UN human rights experts are expected to take part in the meeting.

Theme and Concept of ‘Human Rights City’ and the Right to the City

  1. The theme “Towards a Global Alliance of Human Rights Cities for All” was chosen to highlight the importance of expanding the human rights cities’ movement worldwide in order to promote solidarity and mutual cooperation among them. It is believed that human rights mainstreaming through the human rights-based approach if rightly and fully implemented at all stages of a human rights city including budgeting, planning, implementation, monitoring and evaluation, can and must be a key to successful innovation to make a city a common space for solidarity for all beyond local and national boundaries.
  2. The theme is in line with the concept of ‘Human Rights City’ as defined in WHRCF 2011 which is ‘both a local community and a socio-political process in the local context where human rights play a key role as the fundamental values and guiding principles’ based on the understanding of a “human rights city as human rights governance in the local context where local governments, local parliaments, civil society, private sector organizations and other stakeholders work together to improve the quality of life for all inhabitants in the spirit of partnership based on human rights standards and norms.”
  3. The theme is also in line with the concept of the “right to the city” as defined in the 2012 1st World Summit of Local Governments for the Right to the City (Saint-Denis, France) as “the equitable usufruct of cities within the principles of sustainability, equality, solidarity and social justice”, a concept that should become a tangible reality not only in cities, but also in metropolitan regions, in close dialogue with social movements and civil society in general at local, national and global level.
  4. From the European Charter of Human Rights in the City (2000) signed by more than 350 European towns and cities, to those of Montreal (2006), Mexico (2010), Gwangju (2012) and Vienna (2012) and through the adoption of the Global Charter-Agenda of Human Rights in the City (2011), adopted by UCLG, we are pleased to observe that for over 12 years, human rights have been increasingly inscribed in the agendas of local authorities from all over the globe.
  5. However, further progress is still needed to make human rights a reality in our cities. According to the Gwangju Declaration on Human Rights City of 2011, human rights mainstreaming emphasizes the human rights-based approach where all inhabitants, regardless of race, sex, colour, nationality, ethnic background, social status in particular, minorities and any other vulnerable groups who socially tend to be marginalized, can participate fully in the decision-making, policy-implementation and monitoring processes that affect their lives in accordance with human rights principles such as non-discrimination, rule of law, participation, empowerment, transparency and accountability.

Agenda and Program Structure

  1. The meeting will have several types of sessions and activities: Opening Ceremony, two Plenary Sessions, Special Session, Human Rights Culture Tour and Closing Ceremony. Simultaneous interpretation in English, French, Spanish and Korean will be provided in the Opening Ceremony, two plenary sessions, Special Session and Annual Meeting of the UCLG’s Committee on Social, Participatory Democracy and Human Rights. Sign language interpretation will be provided additionally at both Opening and Closing Ceremonies
  2. Plenary sessions will count with the participation of high level representatives from cities, international civil society organisations, and academia from different regions of the world. These sessions will deal with the overall topic of the event from a holistic and strategic perspective in order to draw some lessons about human rights policy-making, monitoring and evaluation.
  3. There will also be workshops such as experts’ workshop on local government and human rights (15 May), thematic workshops (16 and 17 May) and related special events throughout the Forum.
  4. The Experts’ Workshop on Local Government and Human Rights will be held on 15 May with a number of UN human rights experts including some members of the UN Human Rights Council Advisory Committee (HRCAC), city representatives and human rights practitioners to provide inputs for the research paper according to the UN Human Rights Council’s resolution (A/HRC/24/L.2) adopted on 26 September 2013 requesting “the UNHRC Advisory Committee to prepare, a research-based report on the role of local government in the promotion and protection of human rights, including human rights mainstreaming in local administration and public services, with a view to compiling best practices and main challenges”. The HRCAC is expected to present a progress report to the UNHRC at its twenty-seventh session in September 2014. This workshop will be organized by the KHRF and relevant UN human rights bodies, with support from Metropolitan City of Gwangju. The Working Language will be English.
  5. The Experts Workshop will also include a session on “Gwangju Guiding Principles for Human Rights City” which was adopted at the 3rd WHRCF on 17 May 2013. The Gwangju Principles will be finalized during this workshop with the implementation guidelines to be developed by participants.
  6. Thematic workshops will be organized on 16 and 17 May 2014 simultaneously by local civil society organizations in Gwangju. Simultaneous translation in English and Korean will be provided for all workshops. Additional languages for two different sessions will be available. For City and Child/Youth, Japanese and for City and Disability, Sign Language and Portuguese interpretation will be provided and themes are as below:

  8. There will also be several special events throughout the Forum which are as follows:
  9. Event 1 (17 May 2014): Human Rights Culture Tour.

    Event 2 (17 May 2014): Citizens’ Rally on the Eve of May 18 Democratization Movement organized by Citizens’ Organizing Committee.

    Events 3 (18 May 2014): The 34th Commemorative Ceremony of May 18 Democratization Movement at the May 18 National Cemetery organized by the

    Ministry of Patriots and Veterans’ Affairs.

  10. Besides these events, the Committee on Social Inclusion, Participatory Democracy and Human Rights of UCLG will organise a working meeting to discuss its Strategic Plan for the period 2014-2016 and brainstorm about the organisation of the 2nd World Summit of Local Governments for the Right to the City, to be held in 2015

Gwangju Spirit and Commitment to Human Rights

  1. The 2014 WHRCF is a sign of continued commitment of the people and the municipal government of Gwangju as well as an invitation to all like-minded mayors and human rights advocates to the vision of a Human Rights City for promoting solidarity and cooperation towards a universal culture of human rights beyond national and city boundaries among all urban residents and inhabitants. Gwangju is firmly committed to this vision as it is consistent with the Spirit of Gwangju for the 21st century.
